Motivate to Move

I have tried everything that I can think of to motivate school families to get involved in helping themselves to beautify the grounds and help themselves financially, to very little avail. Our state has allowed citizens to donate up to $2500. of their state taxes to a private school of their choice through a scholarship credit program. Not one family has participated even though they have to pay their state taxes and it could come to the school to revert back to them through scholarships. The word "taxes" scare people and they do not want to touch it. The beautification problem requires a family or individual to purchase a brick for $35. Every 100 bricks could contribute $3500. toward a beautiful garden and flagpole setting. A family name or someone they love could be honored on the brick to go into the patio. I have sent letters, emails, made public presentations and have a beautiful sign portraying the finished product and a thermometer beside it showing progress. I have not been able to add 1/4 of an inch to the thermometer. I started a program today to encourage students to participate. I am offering $100. to the student that sells the most bricks then $50 and $25 for the second and third prizes. I hope this gets things moving. How do I motivate people to move. I have had many say they intend to participate but only 15 have participated in three months of presentations.
